Abstract : This study aimed to identify the rate of familiarity of the communicator in the electronic press with the Saudi publications and publishing system and the systems of press institutions, in addition to monitoring the factors affecting the professional competence of the communicator in the licensed Saudi electronic newspapers and knowing the extent of their commitment to professional and ethical standards and monitoring their internal and external levels of competence. And knowing the level of competence related to the environment of the Saudi press for the communicator in the licensed electronic newspapers, and this study belongs to the descriptive studies, which were conducted on a sample of workers in electronic newspapers (journalist - editor - editor-in-chief - publisher) consisting of 100 items, where a questionnaire tool was applied to them from The researcher designed for the purposes of the study, and the results showed that the proportion of the study sample’s knowledge of the Saudi publications and publishing system increased to a large extent by 42%, and the proportion of the study sample’s knowledge of the systems of press institutions to a medium degree increased by 41%, while their knowledge of the Saudi electronic publishing list came by 50%. The results of the study also proved that there is a statistically significant relationship between the literacy rate of the There is a statistically significant relationship between the rate of contact in the electronic press about the Saudi Press and Publication System, the press institutions regulations and the electronic publishing regulation, and their commitment in the electronic press. According to journalistic standards (professional and ethical), there are also statistically significant differences between the average scores of the sample members in the job grade editor-in-chief and the sample members in the job grade editor and director, confusing on the professional competence scale in favor of the sample members in the job grade editor-in-chief at the level of 0.05. And based on the results of the study, the researcher recommended the formulation of a code of honor that all electronic newspapers are committed to in order to achieve their goals in community service and the establishment of administrative and editorial concepts for electronic journalism in terms of content selection criteria and its conformity with the theories of the gatekeeper and social responsibility, as well as the establishment of a center for training employees.
